As we issue this edition of the ILO COOP eNews for March 2020, the COVID-19 pandemic continues its disruptive spread across the world. The mandatory shutdowns of non-essential businesses and the confinement of more than a billion people to their homes are having dramatic implications for households, workers and enterprises. Cooperatives and the wider social and solidarity economy (SSE) enterprises, their workers and communities are also being impacted, albeit asymmetrically depending on the sectors and the stage of the spread of the virus in their region or country. From this issue of ILO COOP eNews onward we start featuring cooperative and wider SSE responses to COVID-19 related crises. In this issue, we feature initial reports from Legacoop in Italy and SEWA Cooperative Federation in India and a preliminary note about responses by cooperatives and the wider SSE. We have also included a note which gathers examples of cooperative and wider SSE responses to different aspects of the crises in the immediate to short term. ILO Local Employment Partnership creates new jobs for youth in Southern Moldova
|
| |
| In 2019, the ILO assisted Moldovan tripartite constituents to pilot a first-ever Local Employment Partnership (LEP) programme at the district level. The LEP was designed and implemented under the aegis of the tripartite Territorial Commission for Consultation and Collective Bargaining (TCCCB), a social dialogue platform that brings together representatives of the local public authority, as well as local trade unions and employers’ associations in Cahul, a Southern city and municipality. The ILO technical expertise and training instruments were critical to formalizing and generating employment for youth as part of this programme. Following cooperative development workshops using Think.Coop and Start.Coop, farming households established producers’ cooperative that will undertake joint branding and marketing to move up in the value chains. The ILO experience and good practices from other countries have been widely disseminated at both local and regional levels through LEP programme. More |

The contribution of SSE and social finance to the future of work
|
| |
| This publication is the result of a research project undertaken in collaboration between the ILO Cooperatives Unit and Social Finance Programme, with support from the Government of France. The research analyses various Social and Solidarity Economy (SSE) initiatives around the world in the light of the changes observed in the world of work. The research results highlight that regardless of the countries or the type of SSE organizations, SSE and its innovative financing mechanisms present a potential for creating and preserving decent jobs, creating wealth, reducing social inequalities, and advancing local development. Recommendations for policy and research on SSE

| The recommendations are the result of the international conference on “SSE Momentum: Finance for Inclusion and the Future of Work” organized by the ILO in Trento, Italy from 18 to 20 November. The document is currently available in English and Italian, with the French version coming shortly. |

A new action plan of UN Task Force on SSE (UNTFSSE)
|
| |
| The UNTFSSE, currently chaired by the ILO, published an action plan that was agreed at its second technical meeting in November 2019. The priority objectives identified include: achieving a UN General Assembly Resolution on SSE; enhancing the potential of the SSE Knowledge Hub for SDGs; and crafting a SSE operational project in order to assist countries in developing enabling environment for SSE. ILO COOP Centenary Launch is celebrated virtually in the midst of COVID-19
|

| The webinar brought together five speakers and over 100 participants from 50 countries to reflect on the historical role of the ILO on cooperative development and explore future role of cooperatives and the wider social and solidarity economy enterprises in responding to the current challenges in the world of work. A report highlighting cooperative responses to the refugee crises was launched during the webinar. A summary of the webinar, presentation slides and a video recording of the proceedings are available here. |

ILO COOP Chiefs across time: Goodwin Norman Lamming (1913-2001), Chief of ILO COOP from late 1947 to 1960
|
| |
| A British national, the third Chief of ILO COOP, Goodwin Norman Lamming started his career as the London correspondent of Co-operative News. He joined ILO COOP in 1947 as its deputy chief. He was appointed as its chief in 1949. He developed and directed ILO’s technical cooperation programmes on cooperatives including projects designed to help in the development of cooperatives and handicrafts mainly in Asia and Latin America. He left the ILO in June 1963 to work with the Food and Agriculture Organization (FAO) in Rome. He served as a Cooperative Specialist to assist cooperative development in the agriculture and fishery sectors in Brazil, Nepal, and Vietnam, among others. He authored a number of reports including on cooperative administration and management, promotion of small farmers’ cooperatives, fisher people’s cooperatives and women in agricultural cooperatives. European Commission: New study looks at the challenges faced by platform workers

| The Commission has published a study on working conditions of platform workers. The report, carried out by independent experts, provides an overview of the challenges individuals face in growing form of labour. It also highlights worker-owned platform cooperatives being established to ensure fair working conditions and access to social protection by platform workers. More |

Preparations are underway for the submission of a workers’ cooperative bill to the Japan’s Diet
|
| |
| The bill aims to institutionalize worker cooperatives as a legal form where worker-members make capital contributions, provide their labour and participate in the decision making, and enable them to play an active role in solving social issues in local communities. The bill will first be presented at the General Assembly of the Japanese Parliamentarians’ League on Cooperatives Promotion and Research on 31 March and then expected to be submitted to the current Diet session in May.
